The article shows the nature of pre-transformation changes in the industry of Privolzhsky federal district. The authors introduce the results of the statistical analysis which has covered the period from the beginning of XX century to 1990s. Features of industry development in comparison are represented by examples of some PFD areas, including the Penza region. Special attention is given to comparison of industrial production of consumer goods and means of production. The also allocates major factors which have become a reason of society transformation commencement.
